Nutribudget signs paper with Feedback to the evaluation of the Fertilisers Product Regulation (FPR)

Within the circular economy ambitions of the European Commission, a new Regulation for Fertilising Products has come into force on 16th July 2022. The scope of this Fertilising product regulation (FPR) has been extended to include organic fertilisers, soil improvers and growing media and biostimulants for plants. It is intended to open the internal EU market to organic and Recycling-Derived Fertilising products (RDF products).

The general objective of the FPR is to incentivise the large-scale production of fertilising products from domestic organic materials or secondary raw materials in the EU.

Initiated by the Interreg North West Europe project ReNu2Cycle, 4 research projects submitted a feedback paper on 19 September 2025, supported by other research projects.

Key points in the feedback on the specific objectives of the FPR

  1. Improved functioning of the internal market and a level playing field
  2. Reducing the administrative burden resulting from diverging national rules and incomplete application of the mutual recognition of fertilising products.
  3. Improving the safety of fertilising products
  4. Ensuring coherence with other EU and national legislation to support investment
